What does an EYE symbolize and why did Tolkien associate his villain with this random body part? Sauron is a unique villain in the passive role he plays, but that passivity still has to FEEL active and threatening. In moments like Frodo's glimpses of Sauron when he uses the ring and Pippin's experience with the Palantir, Sauron gaze itself, in merely apprehending our characters, evokes terror in what we infer about Sauron's knowledge, his plans, his POTENTIAL for action. "Eyes", "watching", "gazing", "seeing" all bring to mind intelligence, planning, potential action, guilt, control, spying -- some of which are even "godly" qualities, as if Sauron is an "anti-god" with a hellish divine plan of evil, fitting into Tolkien's characterization of his book as "fundamentally religious and Catholic".
