GameZeldaYugioh: His video for his discovery of the 118th CC star involved building up a heap of speed and then using a creative way of changing his angle such that he could get an insanely high double jump. This principle was in the back of my mind while I watched bobmario511's video again and saw...
EnNopp112: On bobmario511's video he made comments of how you can Moonjump over the wall with hacks, which was the final key piece of infomation that clicked in my brain resulting in this discovery.

Initially we looked up from the sub in PJ64, found a gap in the ceiling and found it possible to moon jump through it, with the plan to replicate the moon jump with a HSWK.
For anyone interested, the initial side jump was angled a couple of degrees right of the wall he jumped at since the original plan was to wall jump off the diagonal wall on that side. But after gaining sufficient speed, it became "impossible" to hit that wall and not hit anything else on the way to the other side of the wall.
(Impossible in "s because later on we found you could go through the thin wire frame walls without hitting them at all. Also note that jumping off walls all at 45 degree angles you can't really change your angle since it will eventually end up back to the angle you started at.)
So we went for a freer angle by bouncing off the non 45 degree angle on the sub's fin, from the side closer to the camera. After some bounces on the 45 degree angle walls, the angle was further changed when hitting the non 45 degree angle of the red parts of the left side, at the angle shown in the video. With a few more 45 degree wall bounces I hit the non 45 degree part of the fin again on the angle shown in the video, which got Mario into the perfect angle.
From there, it was a matter of only hitting 45 degree walls while gaining speed. once enough speed has been accumulated, we just kept wall bouncing until we got to the angle at 4:33, from where we carefully positioned the wall bounces so that the last few were in the necessary positions to land on the Sub at the required angle to double jump and not hit the ceiling above, and to make it through the gap between sections of the ceiling. We had to move Mario backwards during the jump so that he did not hit the wall he went over. We made him ground pound the frame he was on the other side of the wall so that he didn't hit the edge of the void, which obviously would push him back through the wall.
If you couldn't tell, the swim to the star was nonTAS just to get it done, and anything after that was just for show.
We uploaded the basic AVI video without music or titles for anyone wanting to hear all the wall kicks or whatever, but please have any comment, ratings or favourites on the video this is the description for.
Don't know whether or not it's possible without the sub and with all the poles around but you never know. Such a discovery would be very useful for people who have already have Board Bowser's Sub on their TAS CC/CCC/Uber/Whatever files and any other method discovered will probably be faster than this.
LOL at how half our views came from some Japanese gaming site but thanks to whoever put it there cuz its our most viewed video now (like twice as many views as second most), and it only took a week =D
EDIT: BobMario511 found another easier way to do this about a month or so after this was found. I like this way more though XD :P
