This treasure is located in Rak-Ahat at /way 58.57 33.24. In order to loot this treasure, you need to fly to the platform in front of this treasure and loot 3 different types of threads. You will need to loot a Gold Thread located at /way 74.18 37.78, Crimson Thread located at /way 72.69 39.65, and a Violet Thread located at /way 74.79 42.79. Once you have all 3 threads, head back to the Weaving Supplies and loot the Web-Vandal's Spinning Wheel Toy.

*Note*
If you can't see the threads, they might be phased due to a World Quest being active. Complete the world quest and you should be able to see the threads.
