Generally, the question of dropping charges is going to be left to the discretion of the prosecutor. There are a lot of facts and circumstances that go into whether charges are dropped and it may be an important piece of the trial or the case if your significant other doesn't want to press charges and is not willing to testify. However, when it really comes down to it, their opinion of you and their opinion of whether or not they should press charges isn't going to really change the prosecutor or the judge's opinion that you violated or didn't violate the law.
If you have questions about this and other issues with domestic abuse, contact a defense attorney who can help you through these questions and these difficult situations.
