"I meant what I said, there needs to be a change. If people are interested in peace something else has got to happen. We are mired in a situation now where there is terror on the one hand an hopelessness on the other. And that's not acceptable. And therefore I laid out a way forward for Palestinians, the Israelis, the Arab world and all the rest of us that are worried about it. And it said, basically, we need new institutions, there needs to be a new constitution, there needs to be elections, there needs to be a balance of power, there needs to be new security forces, there needs to be transparency among the financial institutions. I also made it plenty clear that if there is leadership compromised by terror, we wont be along the path to peace."
24. SOUNDBITE (English) Tony Blair, British Prime Minister:
"Let me just make it clear, as I said to you yesterday, it's for the Palestinians to elect the people that they choose to elect. But if we're going to make progress we need people that we can negotiate with who are serious about negotiating around the issues of security and political reform necessary for the peace process to work. So this is not a question of us going in and saying to the Palestinians: look we're going to run your election. But it is a question about saying if we want this peace process to work, there are certain clear preconditions. One, we've got to have leadership we can negotiate with that it serious about peace and resists and totally rejects terrorism."

STORYLINE:
Seven of the world's most powerful leaders arriving in Calgary for the Group of Eight (G8) summit were greeted by the Canadian Prime Minister on Wednesday.
Blair added that the Palestinian people needed a leadership with whom other leaders could negotiate.
