A snapshot proposal is an off-chain vote that relies on a signature, requires no gas, and does not lock up tokens for any period of time. It's a non-binding form of governance but it is helpful for community alignment and direction setting for initiatives that can later be passed via Moonbeam's on-chain governance. Importantly, Snapshot considers your balance at the "snapshot" moment in time that the proposal is open for voting, regardless of what you do with your tokens afterwards. Snapshot considers funds in your free balance in addition to funds delegated to a collator or locked in democracy.
