South Korea and the United States has finally put pen to paper on a civilian nuclear energy cooperation agreement，... bringing a formal end to years of arduous negotiations.
Foreign Minister Yun Byung－se and U.S. Energy Secretary Ernest Moniz signed the revision to the 1974 nuclear cooperation pact in Washington on Monday.
The new deal allows Korea to start researching new technology for spent nuclear fuel recycling， known as ″pyroprocessing，″ and to make low－level enriched uranium as long as the U.S. gives Seoul the green light.
However，... it doesn′t allow Seoul to reprocess or enrich nuclear material.
Now that the deal has been signed， the U.S. Congress will review the agreement for 90 congressional days.
The pact will go into effect if no opposition is raised during the process.
The widespread view in Washington is that no objections will be raised.
