Iztapalapa, Mexico City — In Colonia San Miguel, the water trickles from the small plastic pipe for only an hour each week in the Silva family's austere home pieced together with tar paper and corroded metal sheets. It's enough to fill three rusting tanks with about 200 gallons of water that must stretch to bathe, wash clothes and flush the toilet. But this water is not safe to drink and the family, like many here, buys water from vendors who travel daily through the neighborhoods yelling, "Water for sale!"
