This video explains the use of the KIO Admin (kio-admin) package to provide "Open as Administrator" functionality in the Dolphin File manager in KDE Plasma.
Previously I posted a video pertaining to the "Open as Root" plugin for Dolphin. An issue with display scaling when using Open as Root recently popped up in KDE Neon after an update of KDE Plasma to 5.27.1. Specifically, editing a file in a directory opened as root caused my display scaling to revert to 100%. KIO Admin is an alternative to Open as Root that can be used to access and edit root directories and files without the display scaling issue.
Currently kio-admin works well in my KDE Neon system. Thus, I presume it works in other Ubuntu based systems.
I tried kio-admin in Arch for about a day, but sometimes it is prompting me for a password to open files that should not need a password to access. So, in Arch, I have reverted back to the "Open Dolphin as Root" plugin. To prevent the scaling issue from popping up in Arch (it has not yet), I logged into the system as root and changed the Global scale to be the same as the user setting. Hypothetically this will avoid any issues.
