The Companhia das Obras Pblicas was created in December 1844 on José Bernardo da Costa Cabral's suggestion, with the goal of building a rail line between Lisbon and Spain, as well as an intermodal hub for rail and maritime services. The Cais da América or Cais da Europa was a terminal that allowed rail passengers from Europe to disembark into ships bound for America.
