This performance is from the Save The Children Show, Chicago, Illinois, September 27, 1972. I have not been able to find out the venue.
This is a clip from the long out-of-circulation 1973 American documentary film "Save The Children", directed by Stan Lathan. The performance of this song is part of a longer piece of music which also incorporates the song "What's Happening Brother", and you can see my video featuring the whole piece here:

It is taken from a 2006 DVD of Marvin Gaye performances titled "Real Thing: In Performance 1964-1981". For the video you are watching here, I have simply faded it out before the second song starts to be played.

That was the best-quality upload of this performance I could find online. I have reduced the volume level to match that of the majority of music videos. I have also adjusted the colours, making the dark areas darker. I have also upscaled the resolution from 480p to 1080p, as this increases the bitrate, which slightly improves picture quality at all the different viewing settings the viewer can select and also allows for the highest quality sound, but please be aware that playing the video at the 1080p setting is not going to make it look as good as a true 1080p video.
This song was written by Al Cleveland, Marvin Gaye and Renaldo Benson, and the studio version was released in 1971, and produced by Marvin Gaye. According to Wikipedia, it was only a hit in his native USA, reaching No. 2, and only charted in three other territories: Australia, where it reached No. 69, Canada, where it reached No. 76, and the UK, where it reached No. 80. Also according to Wikipedia, the album from which it was taken, also titled "What's Going On", only charted in two territories: the USA, where it reached No. 6, and Canada, where it reached No. 37. However, many years later it charted in two other territories; in 1996 it reached No. 56 in the UK, and in 2006 it reached No. 64 in Ireland.
This particular live version of the song was released in 1973 on the album "Save The Children (Original Motion Picture Soundtrack)" by Various Artists, although that recording has a different mix than the one you are hearing here. The album did not chart in any territory.
