Celeb and its music video were actually finished a long time ago in 2019, evidenced by the fact that almost no iconography from PSY 9th appears on the set (most of the logos are from 4x2=8). It was supposedly meant to be a single release, however circumstances prevented PSY from releasing it--likely due to his recent police interrogation following his leave from YG Entertainment, the founder of which had then gotten into a prostitution scandal.

The version from 2019 contains some differences, most notably during the second verse, which uses Instagram-themed visuals. In the final version, Instagram has been replaced entirely with a general PSY-themed website, with relevant PSY 9th logos--likely due to copyright.
