WASHINGTON, DC — U.S. President Barack Obama is expected to reveal on Wednesday new measures that will see major changes in how the federal government deals with terror groups, CNN reports, citing an unnamed senior administration official.
The new directives expected from the White House will allow the government to negotiate with terrorist groups. Previous official U.S. policy was to not negotiate with terrorist groups.
Families who pay hostage ransoms to terror groups will no longer be at risk of criminal prosecution under the changes. However, the current official ban on the U.S. government paying ransoms is set to remain.
The measures will also see the creation of a new inter-agency body to coordinate government response to future hostage-takings. The new inter-agency body will be called the "Hostage Recovery Fusion Cell" and will comprise of officials from the FBI, State Department and Pentagon.
