The Sand Village betrayed the Leaf Village during the Chunin Exams joining Orochimaru in the Konoha Crush Plan. This was a decision coming from the Kazekage. Gaara, Temari, Kankuro, and Baki fought against the Leaf in the Gaara vs Sasuke, Gaara vs Naruto, Kankuro vs Shino, and Baki vs Genma fights. Of course Orochimaru betrayed them back and eliminated the 4th Kazekage before he even arrived to the Leaf Village.
But why did the Sand betray the Leaf? They had an shinobi alliance so much so they were holding the Chunin Exams together. The reason has to do with the geopolitics of the Naruto world. Naruto part 1 had more of those world building elements than Naruto Shippuden, and this is a major exaple of the Naruto world being a complex and moving organism.
