Step 1: Take your vehicle to the vehicle workshop at your agency
Step 2: Go into the customization menu
Step 3: Scroll down to Imani Tech
Step 4: Click Remote Control Unit
Step 5: Drive outside and then exit the vehicle
Step 6: Open your interaction menu and scroll down to inventory
Step 7: Scroll down to remote control vehicles then click RC Personal Vehicle

You can now control your vehicle remotely. Problem is that you're stuck in first person and if you detonate the car then you'll have to pay to have it replaced. Also, you cannot have the missle lock-on jammer and remote control unit on at the same time so you'll have to pick one. and yes you have to pay every time you switch them.
