On 09/13/19, at approximately 1400 hours, Windermere Police Detective John Allen met with Jeremy Dewitte and his attorney Amir Ladan at the Windermere Police Department. Dewitte, who had been arrested and charged with resisting an officer without violence, falsely impersonating a law enforcement officer, and unlawful use of a two communication device less than a week earlier, was there to file complaint against Sergeant Mark DeStefano, the agency supervisor who participated in and oversaw Dewitte's arrest. In the days following his arrest and prior to meeting with Detective Allen, Dewitte had left a message for Windermere Deputy Chief Jennifer Treadwell indicating his desire to "file an internal affairs investigation." This is it.
Detective Allen, who had been directed to conduct an inquiry into Mr. Dewitte’s complaint by Windermere Police Chief David Ogden, sat down with Dewitte and Ladan, and asked that Dewitte detail what had occurred during his arrest, and list his complaints. Motor One's primary complaint was that he had been targeted by DeStefano. Dewitte claimed that he and DeStefano had a history, and that Dewitte had filed an “IA complaint” against Sergeant DeStefano during his employment at the Orange County Sheriff's Office. Mr. Ladan indicated he believed the traffic stop had been conducted without “legal foundation” and that a claim had been made that Dewitte’s motorcycle had been reported stolen, prompting Dewitte to be taken into custody, and only later charged with “impersonating a law enforcement officer” and “resisting arrest.” We heard and addressed parts of Jeremy's complaint in Part One.
