Despite presenting concrete evidence of procedural violations and fraud by a Massachusetts Superior Court Judge and the attorney he specially appointed, guidelines have consistently proven to be ineffective, with discretion prevailing. In Toppi's experience, discretion has always equated to fraud. Now, as he awaits word from the Governor's Council and Governor Maura Healey, the very creator of these guidelines, he questions if they too will remain silent and ignore the undeniable court records exposing fraud at every turn.
