Seven-year-old Safet is a good student in his third-grade class in Tuzla, Bosnia, but the costs of going to school -- textbooks and lunches -- are more than his unemployed mother can afford. They are among some 20 percent of Bosnians who live below the poverty line and are struggling to provide for their most basic needs.
