He said measures were not working and another course is needed to prevent a "sleepwalk into... a bleak winter".
His call comes after documents revealed government scientific advisers called for such action on 21 September.
Meanwhile, forty-two Conservative MPs rebelled and voted against government regulations linked to the 10pm curfew for pubs and restaurants in England.
