I think I recorded this on version 1.05, but thankfully it still works, as of 27-4-2019 (Version 1.10)!

To do this, you must first go to the Arboretum and head directly to Talos I Lobby (3rd floor). Unless you can go out of bounds while on the 2nd floor (probably possible), in which case you can do this glitch a lot earlier, as well as skip your way to the Arboretum. The hardest part is clipping through the wall and shooting the manual override with the FlexiFoam bolt. There is usually also a corroded coil inside the room but it vanished on me for some reason. You're not supposed to get into the room until you get the keycard from Steve Folson's body in Life Support during the "Showing Initiative" optional objective. Perhaps that explains why his buggy tracking bracelet is floating.
