A bomb cyclone is a real meteorological thing. Bombogensis is the official term and is defined as a 24 millibar drop in pressure over 24 hours. Basically a bomb cyclone is a rapidly strengthening storm.
They can happen anywhere and develop when cold air collide with warm air. They are common in the Northeast U.S. when Arctic air moves out over the relatively warm waters of the Atlantic Ocean, but also happen in the Plains and West Coast when those air masses collide.
