Use Galaxy Watch 4’s ECG & Blood Pressure Monitoring with non-Samsung phones and Samsung phones.

I hope you had success on linking your phone with your galaxy watch 4 (classic). Non-Samsung phones are not allowed to use ECG or blood pressure functions, although the watch has the capacity to do so (???!!!). Additionally, Samsung limited the US edition of the app to measure ECG but not blood pressure (because of no fda approval). Here is a solution to use ECG and blood pressure monitor in Galaxy Watch 4 with non-Samsung phones (tested on Huawei P30 Pro) and Samsung phones (tested on Samsung S22 Ultra).
