Quick guide on how to unlock SOR3 - Roo character in Streets of Rage 4: Mr X. Nightmare.
You need to have the DLC install for this to work!
Have "Story" highlighted on screen and Press and Hold the following keys for 5 seconds:
PS4: "Up on D-Pad", "Options" and "Square".
Xbox: "Up on D-Pad", "Start" and "X Button".
PC: "F1 Button" and "Enter".
Switch: "Up", "+", "A Button" and "Y Button" (Edit: To be confirmed).
After this, open any Game Mode and you'll see Roo is available.

Roo was unlockable back in Streets of Rage 3, so it's good to see this character added in; although it's more for fun as Roo shares similar moves to SOR3 - Skate.
Still, you can unlock more moves with Roo by playing Survival Mode!
