Mafia II takes place in 1943-1951 in the fictional American city of Empire Bay (based on the real New York, Chicago, San Francisco, Los Angeles, Boston and Detroit). The city is "run" by three main mafia "families": Vinci, Clemente and Falcone.
The main character, Vito Scaletta, moved with his family from Sicily to the United States as a child. As a boy, Vito thought that in America all his dreams would become a reality, but in reality everything turned out differently. Vito's father, Antonio, worked at the docks for a measly pittance. A few years later, according to the official version, he fell drunk into the water and drowned.
At school, Vito became friends with another boy, Joe Barbaro, a well-known bully in the district. Both of them were from poor families, therefore, having become best friends, they quickly became addicted to the basics of banditry - working as pickpockets, robbing stores, etc. Once grown up, Joe and Vito decided to rob a jewelry store. The first serious case was not entirely successful: they were noticed by a policeman. Vito was caught and Joe managed to escape. The Second World War was on, volunteers with knowledge of the Italian language were required at the front, so Vito was given a choice: go to prison and serve his term, or take the path of a soldier and atone for his guilt before society. Vito chose the second option, as a result of which he was sent to the front.
