The Ballistic Equipment is well worth having if you plan on getting in a full on firefight. To access it you have to unlock it via a Bunker as part of the gunrunning missions and then you can purchase it via Warstock. It's then available via the Interaction menu when outside and is delivered nearby for $5000. You get unlimited ammo and some heavyweight armour that will last for ages, particularly if you keep topping up your heath with snacks.
