You find them surrounded by dead bodies. When you approach them they are neutral enemies (wont attack on sight) and they will taunt you into fight. When you take them down to about 30k hp (around 25%) they will accept you are an worthy opponent and will end fight and appear standing with 1 hp left awaiting your final blow. Only delivering it will grant you +1 on achievement..
Ofc its random encounter so it may appear in various locations. This is just one of them.
