STORYLINE:
Newly returned after two years abroad, Congo's main opposition leader addressed a mass rally of supporters, telling them that President Joseph Kabila has to pack his bags and leave power on December 19.
Congo's president's term finishes on that date, but a court ruling says he can stay on in power until elections are held.
The elections are scheduled to take place before the end of the year, but few believe they will.
The opposition says that Kabila is trying to delay November elections in order to hold onto power beyond his mandate.
Addressing a crowd of many tens of thousands of supporters Sunday in capital Kinshasa, a frail looking Etienne Tshisekedi who was receiving medical treatment abroad told the crowd, "From today onwards, the Congolese people are taking charge and they will express their sovereignty."
Congo's electoral commission Sunday began voter registration in the northwest, though the head of the commission, Corneille Nangaa, said he wasn't sure they could organise elections by November 27.
