How to use the Commander Upgrade "General Cracken" for the Rebels in Star Wars Armada.

Note:
If an enemy ship is attempting to attack one of your ships and they have the damage card
"Disengaged Fire Control - When declaring the target of an attack, you cannot choose a target against whom the attack would be obstructed."
They CANNOT attack your ship if you are travelling at speed 3 or higher.

Currently this card has been issued no clarification by FFG.
