On May 14, 1948, as the British Mandate over Palestine came to an end, the People’s Council approved a proclamation that declared the establishment of the State of Israel.
This proclamation included a closing reference to the “Rock of Israel,” one of the names of God in 2 Samuel 23:3: “The land of Israel . . . was the birthplace of the Jewish People. Here their spiritual, religious and political identity was shaped.
Here they first attained to statehood, created cultural values of national and universal significance and gave the world the eternal Book of Books. . . . Placing our trust in the 'Rock of Israel,' we affix our signatures to this proclamation at this session of the provisional council of State.”
