Bocchit Edmond, the Haitian ambassador to the United States, said the attack on the 53-year-old Haitian President Jovenel Moïse was a "well orchestrated attack," carried out by “foreign mercenaries” who were masquerading as agents of the U.S. Drug Enforcement Administration.
The DEA has an office in the Haitian capital to assist the government in counternarcotics programs, according to the U.S. Embassy.
Edmond says he last spoke to the late president on Monday and said Moïse was in good spirits.
"He was very concerned as well for the security situation, because as a father, as the head of state, when, you know, you've seen those situations where a lot of citizens are being killed by gangs, that's why he was so determined to fight against the gangs, to root out the gangs," Edmond said in an interview with the Associated Press.
Haiti appeared to be heading for fresh volatility ahead of general elections later this year. Moïse had been ruling by decree for more than a year after failing to hold elections, and the opposition demanded he step down in recent months, saying he was leading it toward yet another grim period of authoritarianism.
