A HPS ballast provides the voltage, that with the help of a solution of potash/water begins to burn the wood, which releases gasses and those gasses become ionized by the high voltage electricity, create small balls of plasma that bounce around randomly, carving away at the wood. The remaining charcoal is conductive, so you can turn the power off then back on at any time, and it will fire up again. Once the charcoal is removed to reveal the new surface you must apply the alkaline solution again, and start the process over if more carving is desired.
