India plans to spend $1 billion to expedite the construction of 12 hydropower stations in the northeastern Himalayan state of Arunachal Pradesh. This move is part of a strategic initiative to counter China's water war ambitions, particularly as China plans to build the world's largest 60 GW dam on Medog, close to Arunachal. Finance Minister Nirmala Sitharaman recently approved up to 7.5 billion rupees ($89.85 million) in financial assistance for each of these hydropower projects.
Why These Projects Are Important:
Water Security: These dams will mitigate the risks of water scarcity and flooding that could arise from China's control over the Brahmaputra River's flow.
Geopolitical Strategy: By enhancing its infrastructure, India aims to secure its water resources and strengthen its position against China's aggressive water projects.
Environmental and Economic Impacts: The projects are also crucial in the context of the EU's Carbon Border Adjustment Mechanism (CBAM), which will affect carbon-intensive sectors from January 1, 2026. India's exports worth $7.4 billion to the EU in 2023 are at stake.
Can China Stop the Water?
Short Answer: No.
Long Answer: Only three of the Brahmaputra's five major tributaries originate in China, with the remaining flowing from Arunachal Pradesh. According to the Food and Agriculture Organization (FAO), China's contribution to the Brahmaputra's flow is just 30%, leaving 70% largely under India's control. Tibet’s snowmelt water is crucial during summer when water scarcity is prevalent.
China's Response:
China claims that South Tibet is its territory and has stated that India has no right to carry out development in the area.
