I first download and export all my photos and videos to a backup drive.
I fix the Google Account Storage is Full problem by using the "Clean up space" options to clear my Google Drive storage using my desktop, but if you use the links below you can clear Google Photos storage in phone. Then I use a "Recover Storage" option to reduce ALL the photos and videos in my Google Photos to Storage Saver Size. There is no option to see what photos & videos are in my Drive at Original Size, so the only way is to compress all the photos and videos to free up some storage.

Finally, I show a way to create a Google Account for storage JUST for Google photos... and set up my phone to upload and sync photos and videos with this new Google Account. We can then use Partner Sharing to share those Google Photos and Videos with my personal Google Account.

If you turn on Partner Sharing on your phone, with yourself
When you change the account in the phone back to your original account that the new account has made a request to share with

When you accept that invitation
You get an option that says
"Auto-Save pictures from xxx (new account)"
"Include xxx's pictures in your photo grid, Memories and search results by automatically saving some or all content"
And button marked "Get Started"

Click this and it brings up an option to select and confirm
Turn On Auto-save so you never miss a photo from xxx
Automatically save certain photos to enjoy them in your photos view, memories and search results.
The photos that you save won't count towards your storage, as long as your partner continues to share them with you through Partner Sharing."

Choose what to auto-save
- Save all Photos
- Only save photos of selected people
- Don't save any photos.

I select Save all photos.
I think then you can delete photos in your new account, and they're still kept in your first account without taking up storage space quota. Back up to a hard drive to be safe.
