I'm gonna tell(not show you) you how to unlock all the hidden characters in Street Fighter 4.

Cammy White: Finish the arcade mode with Crimson Viper. That will unlock her.

Dan Hibiki: Finish the arcade mode with Sakura Kasugano. That will unlock him.

Fei Long: Finish the arcade mode with Abel. That will unlock him.

Gen: Finish the arcade mode with Chun-Li. That will unlock him.

Rose: Finish the arcade mode with M. Bison. That will unlock her.

Sakura Kasugano: Finish the arcade mode with Ryu. That will unlock her.

Seth: Finish the arcade mode with all 24 other characters. That will unlock him.

Akuma: After unlocking Sakura Kasugano, Dan Hibiki, Cammy White, Fei Long, Gen, and Rose,finish the arcade mode with a character that you already finished the arcade mode with,then to get akuma to fight with you you have to get at least 1 perfect round, including the last battle against Seth.no ultra combo finishes needed.but you can't lose nor continue.after defeating Seth Akuma will appear.
Beating him will unlock him.

Gouken: After unlocking Akuma, Sakura Kasugano, Dan Hibiki, Cammy White, Fei Long, Gen, and Rose, play with Akuma(you have to finish the arcade mode with him first).then get Akuma again & play to get Gouken. to get Gouken to fight with you,get a perfect round,3 ultra combo finishes & 5 first attacks,Gouken will appear after beating Seth,Defeating him will unlock him.
