Every Indian state has a clear structure for governance. The people vote for their MLAs in the Legislative, who then select their Chief Minister, who forms his Government, of cabinet ministers and bureaucrats. There is, however, one exception state – the National Capital Territory of Delhi. Delhi’s executive power is split between the Chief Minister and it’s Lieutenant Governor, who is appointed by the President. And when State and Centre clash, things get messy.
While the Chief Minister looks into things like taxation, transport, public services and urban planning, the Lieutenant Governor overseas employment, petroleum, water, power and land. This is why CM Arvind Kejriwal is fighting with LG - Anil Baijal over ration delivery schemes.
And why the lack of resolution between these two executives often results in a demand for Delhi's statehood.
