Standard (green): 2.5% chance to recover 2.5% Bridge Officer Ability Recharge, additional 1% per sec for 20 sec.
Refit (blue): 2.5% chance to recover 5% of Bridge Officer Ability Recharge, additional 0.5% per sec for 20 sec.
