President Ferdinand R. Marcos Jr. presides over the first National Anti-Poverty Commission (NAPC) En Banc Meeting under his Administration at the Heroes Hall in Malacañan Palace on June 30, 2023.

The attendees consist of Cabinet Secretaries and officials from majority of the 25 National Member Agencies, Local Government Unit (LGU) Leagues and Sectoral Representatives from the 14 Basic Sectoral Councils.

Among the discussion points are the alignment of all development plans to the Philippine Development Plan 2023-2028; formulation of the National Anti-Poverty Action Agenda (N3A); National Poverty Reduction Plan (NPRP) with the five (5) fundamental rights comprising of adequate housing, decent work, adequate food, highest attainable standard of health, and relevant and quality education; guidelines on the preparation of the Local Poverty Reduction Action Plan; and conduct of the National Sectoral Assembly (NSA) of the 14 Basic Sectors.

President Marcos Jr. stresses the importance of identifying local communities that are most in need and the sectors that are most disenfranchised, as well as NAPC engaging with the concerned government agencies to synchronize the appropriate programs and services that will be provided.

He directs the NAPC to ‘keep their ears open’ by listening to local government officials since they know the problems in their respective communities and will offer or suggest solutions. These LGU inputs can then be used to identify the critical elements that the national government needs to attend to.

Created by Republic Act No. 8425 or the Social Reform and Poverty Alleviation Act on 30 June 1998, the National Anti-Poverty Commission serves as the coordinating and advisory body in the implementation of the Social Reform Agenda.

It exercises oversight functions in the incorporation of anti-poverty strategies and programs in national, regional, sub-regional and local development plans. The NAPC aims to institutionalize basic sector participation in the formulation, planning, implementation and monitoring of anti-poverty policies, strategies and programs in line with the Social Reform Agenda.
