What is refurbished laptop ?
Refurbished can mean any number of things, depending on the vendor that is selling the product.
1) The item was returned as defective, has been returned to the manufacturer (or to the seller) to have the defect repaired and is now being sold.
2) The item was returned as defective, was returned for repair, the defect could not be reproduced, no repair has been conducted, but the item may no longer be sold as new.
3) The item was returned within a retailer's return period, is in working order and has been QA checked to be resold, but per the retailer's policy, can no longer be sold as 'new.'
4) The item was used for several years, has been sold to a retailer and is being resold. This item has likely passed a QA test, may or may not have had repairs conducted. May or may not have had known failure or pre-failure conditions when it was purchased from the original user by the retailer.
Refurbished laptops generally have reduced / limited warranties (30 days or 90 days are both common, some retailers / manufacturers are standouts from the norm.) Refurbished laptops, generally, have had some level of inspection. Inspection to verify working may be as simple as "Passes POST / Disk I/O check, RAM self test, etc" or may be more exhaustive. Physical repair / servicing of the device may or may not have occurred.
Refurbished can mean different things depending on who's using the term. If you hand me a computer that doesn't work and I repair it and sell it, that's a refurbished computer. If you hand me a computer that works fine and I look at for five minutes and then say "yup, works fine" that computer could also be sold as refurbished.
Should you buy a refurbished product? They can be a good value or a poor one. Look at the terms of the seller's warranty, and if there's anything that feels 'off' right out of the box, return it immediately. The item was owned by someone before you and returned for a reason... while the retailer has likely done some QA, even the best QA might not capture the problem that resulted in a return.
