Footage has emerged that appears to show two people on an electric bike being followed by a police vehicle moments before a fatal crash that killed two teenagers in Cardiff.

The incident sparked violent riots on Monday night as residents clashed with police officers. On Tuesday morning, the local police and crime commissioner blamed the unrest on false 'rumours' on social media about police involvement in the boys’ deaths. But after the emergence of the video clip South Wales police announced that the force had referred itself to the police watchdog over the incident. Police officers faced hours of disorder, with rioters throwing missiles including fireworks at them. Cars were set alight as trouble involving scores of masked youths flared through the night.
