I while ago I made a joke version of this but some people actually can't beat this stage so I hope this helps a little, in reality it will be much easier than this for you because you probably aren't restricting yourself to no catgod, gacha or plus levels.
All Cats and special upgrade things (you know, in the normal menu?) are level 20 with no plus levels except cat cannon power which is at level 1.
