Robocop was sub-licensed to Data East by Ocean Software, who obtained the rights from Orion Pictures at the script stage. Data East and Ocean Software subsequently adapted the arcade game for home computers.
Basically Data East released the arcade version, then Orion Pictures sold the rights to Ocean and Data East had to ask OCEAN to port the game to certain machines :D :D
As minotaurus said "this is a game to which I love a lot, so much that I have played both the fixed version (by Nostalgia, in 2000s) and the original bugged version: at the end of this longplay you will see a couple of clip made to show these HUGE bugs: the first is in the factory level, where you can go through walls.
The other, that actually prevent the game to be completed, is in the level after ED 209 fight. This level is literally a mess :D and to complete it you must use some tool..
If you count the 2 boss fight zones, total level number is, more correctly, 9.
