But yeah. The scenario where HIC doesn't go for Roxy, the one who killed her, but the man she loves and also the only heir she saw die not by her hand intrigues me. In this scenario she's probably lying about being able to devastate the city, being a ghost she only has a fraction of her powers.
But John doesn't know that.
