Neither Turkey or Israel are parties to the Convention on the Laws on the Sea, which is any case, is inapplicable in wartime. San Remo was written in 1994 and incorporates the Convention, which was drafted in 1982, which provides for the legality of blockades and their enforcement, including on the high seas aka international waters.
