The reason for this is simple: At the time of Revere's ride, the American colonies were still part of Great Britain, and the people living there considered themselves British. Therefore, it would have made no sense for Revere to shout "the British are coming!" to warn of the approach of British troops.
In reality, Revere likely used a pre-arranged signal, such as hanging a lantern in the Old North Church steeple, to alert the colonists that the British troops were on the move. He also likely used verbal cues such as "The Regulars are coming out" or "The regulars are coming" to ensure that the message would be received by the right people.
