Simply looking at the Recommended Knowledge and Experience sections for each of these certifications, the developer associate certification is more complex so should be taken second.
If you were only going to take one of these certifications, I would also take the developer associate certification since I believe it gives you more hands on usefulness
If you want to do any AWS deployments or management, take the solution architect cert first
If you have experience using programming languages, take the developer certification first
If you are more interested in EC2s and servers in the cloud, take SAA first
If you are at all interested in APIs, the AWS CLI, or AWS SDKs, take the developer first as it is required to have some knowledge of these subject matters
If you are more interested in networking, and setting up VPCs, take SAA first
If you are at all interested in security, take the developer certification first, as you need to know about the shared responsibility model and securing your AWS account
If you like looking at the bigger picture of things, take SAA first
If you are at all interested in DevOps or the new term DevSecOps, which is just in short Development, security, and operations combined into one, take the Dev Cert
If you are at all interested in Storing Data and databases using RDS, take SAA first
If you are keen on learning about CI/CD and how you can use a CI/CD pipeline to auto deploy your application take the Developer certification
If you want less of a technical role or job, take SAA first
If you want to be involved in the future of computation in the cloud, take the developer cert, as you will need to know about how to write code for serverless applications such as Lambda
If you are at all interested in AWS global infrastructure, take SAA first
If you live in a container or want to know how to use containers, the developer cert is likely best for you
