Author David Cooper argues in his new book from Georgetown University Press that the United States is facing a new era of nuclear arms racing for which it is conceptually unprepared. Great power nuclear competition is back with a vengeance as the post-Cold War world order of the past three decades morphs into something more complex, uncertain, and dangerous. He suggests that this is the dawn of a third nuclear age in which legacy nonproliferation and disarmament instruments designed for relatively benign post-Cold War conditions are ill-equipped to tame a multipolar nuclear arms race centering on China, Russia, and the United States.
Mr. Cooper proposes relearning, reviving, and adapting the Cold War's classical paradigm of adversarial arms control for the emerging multipolar nuclear landscape. Rather than prioritizing disarmament to eliminate nuclear weapons, this neoclassical approach would pursue pragmatic agreements to stabilize deterrence relationships among today's major nuclear rivals. Drawing on an extensive theoretical and practical study of the Cold War and its aftermath, Mr. Cooper distills relevant lessons that could inform the United States' long-term efforts to navigate the unprecedented dangers of nuclear multipolarity. Diverging from other recent books on the topic, Arms Control for the Third Nuclear Age offers a more hard-nosed strategic approach to pursuing nuclear negotiations.
David A. Cooper is the James V. Forrestal Professor at the US Naval War College where he previously served as Chair of the Department of National Security Affairs. A scholar-practitioner, he is a former career member of the Senior Executive Service (SES) who served for nearly two decades in the Office of the Secretary of Defense (OSD) including as Director of Nonproliferation Policy and Director of Strategic Arms Control Policy. He holds a PhD in Political Science and International Relations from The Australian National University and is a graduate of Columbia University and Oberlin College.
