Unlike every other speech check in the game, the final conversation choices are not unlocked through Shepard’s reputation score alone. Instead, they are based on a combination of Shepard’s reputation and your past dialogue choices with The Illusive Man throughout Mass Effect 3.
The basic idea is that the Illusive Man is thoroughly convinced his course of action is correct due to being indoctrinated, and the only way Shepard can break through the indoctrination is by consistently arguing the same point in every conversation with The Illusive Man.
So how does this work in gameplay terms? Prior to the final speech check, there are six other conversation checks with the Illusive Man in Mass Effect 3.
-One on Mars
-One on Thessia
-One on Cronos Station
-And three more on the Citadel with Anderson during this same conversation
The first three speech checks are hidden behind the “investigate” dialogue tree, so a good rule of thumb when speaking with the Illusive Man is to always choose conversation options from the left side of the dialogue tree when they are available.
You also need to choose the same morality option in every one of these speech checks - so in other words six paragon dialogue choices or six renegade ones respectively. If you choose a mixture of paragon and renegade options when speaking with the Illusive Man then you will not unlock the final speech check. You need to remain consistent.
Also be sure to boost your reputation score throughout the game. If you are only completing main story mission and skipping side content, then there’s a good chance your reputation score will be too low to pass the speech checks on Thessia, Cronos Station and/or the Citadel. Reputation points are gained by completing quests and speaking with people.
