To compile this guide to Portland’s 40 best restaurants, The Oregonian’s dining critic Michael Russell revisited every eatery from the last top 40 guide that’s still in business; every best new restaurant honoree from 2019-2022; and dozens of other notable places. To narrow things down, selections were limited to restaurants within the city limits that were at least one year old (a separate best new restaurant list published at the end of last year). Russell made his picks based on the quality of the food, drinks, atmosphere and — as always — paid for his own meals.
