What is ‘Kill the Bill’? We explain the bill behind the Kill the Bill protests - and why it is so controversial.

In this episode of The Insight, Senior Regional Analyst at Intelligence Fusion Scott MacDonald discusses the Police, Crime, Sentencing and Courts Act (PCSC), the increased powers it grants police, especially with regards to policing protests, and the Kill the Bill protests that have sprung up in response, as activists argue that it represents a crackdown on the right to protest in the UK.

Scott also looks at the wider context surrounding the police and crime bill, including the struggle that police have faced trying to deal with increasingly disruptive climate change protests led by the likes of Extinction Rebellion, Insulate Britain and Just Stop Oil, the fallout from the murder of George Floyd in the USA and the mass Black Lives Matter protests against racial inequality that followed in the UK, which included high profile incidents such as the toppling of the statue of Edward Colston in Bristol.

Finally, Scott explores the challenges police are already facing with deteriorating relations and trust from the public that has developed as a result of enforcing lockdown regulations, as well as high profile incidents such as the murder of Sarah Everard by a serving police officer, and the subsequent heavy handed response to the vigil held at Clapham Common - and whether the PCSC bill may cause more issues for the police in terms of further eroding public confidence than it solves by granting them extra powers.
