Making new whipped and floating soap from old leftovers and shreds is a no-waste way of using everything left over from the cold process of making soap.
In this case, it is not a rebatch where you forget to add some oil, or you miscalculate the hydroxide. This is a process from already finished soap which is perfectly fine, but the soap no longer smells, has changed color, or you don't like the design and turn it into something nice and useful again.
